Guangzhou: building energy-saving without construction permit

In the future, new housing construction projects in Haizhu Eco-city, International Finance City and other new urban development zones will not issue construction permits if they do not meet the mandatory building energy conservation standards. Reporters learned yesterday that "Guangzhou Green Building and Building Energy Conservation Management Regulations" has been approved by the municipal government and implemented on June 1. At that time, some office buildings of state organs with low energy utilization in Guangzhou will also be audited by energy sources.
According to this regulation, four types of projects in Guangzhou should be established, transferred, planned, constructed and managed in accordance with the green building standards: first, all or part of the financial funds should be used, or the state-owned funds dominated new, reconstruction and expansion housing construction projects (including affordable housing construction projects); second, the old city reconstruction projects. Third, Haizhu Eco-city, International Finance City, Zhongxin Guangzhou Knowledge City, Baiyun New City, Tianhe Central Business District, Tianhe Wisdom City, Baigetan Business District, South Station Business District, Pazhou District, Zengcheng Economic and Technological Development Zone, Nansha New Area, Airport Economic Zone, Guangzhou International Biological Island, University City South District and other cities. Fourthly, since 2014, the newly-built, rebuilt and expanded public buildings in Guangzhou have an area of more than 20,000 square meters, such as airports, stations, hotels, shopping malls and office buildings.
If the four types of projects are examined by the construction administrative department and found to be inconsistent with the compulsory standards for building energy conservation, no construction license will be issued.
The regulations also make it clear that the administrative department of construction in Guangzhou shall formulate and implement an annual energy audit plan based on the energy consumption statistics of office buildings and large public buildings of the Municipal State organs. Including those listed as key energy-using objects of provinces and municipalities; state organs office buildings, government-invested public buildings and public buildings mainly invested by the government do not meet the compulsory energy-saving standards of buildings, which need energy-saving renovation; buildings whose energy consumption per unit exceeds the energy consumption limits of the same type of buildings should be audited.
If the municipal construction administrative department finds that the energy utilization efficiency of these buildings is low, it should urge them to rectify within a time limit and improve the energy utilization efficiency. If the owners, users of these buildings or the property service enterprises entrusted by them refuse to cooperate in the work of building energy consumption statistics, energy consumption monitoring and energy auditing, they will be ordered to make corrections within a time limit and will be fined not less than 10,000 yuan but not more than 50,000 yuan.
In addition to penalties, the regulations also provide incentives for green buildings with good energy efficiency. The green buildings with good performance up to the grade of two or more stars (including two stars) will be checked and calculated according to the new method. Specific measures shall be formulated by the Municipal Construction Administration Department in conjunction with the Municipal Planning Administration Department and shall be implemented after being submitted to the Municipal People's Government for approval.
