In order to implement the national policies and regulations on the comprehensive utilization of fly ash and promote the comprehensive utilization of fly ash, the Measures for the Comprehensive Utilization of Fly Ash of the Ministry of Energy are issued. All units are requested to formulate and implement the detailed rules in accordance with the measures, and to implement them conscientiously.

Management Measures for Comprehensive Utilization of Fly Ash by the Ministry of Energy
Chapter I General Provisions
Article 1 According to the Interim Provisions on Several Issues Concerning Comprehensive Utilization of Resources approved by the State Council, the Notice on Further Comprehensive Utilization of Coal Gangue and Fly Ash issued by the State Economic Commission, the Planning Commission, the Ministry of Finance and the Ministry of Urban and Rural Construction and Environmental Protection, and the State Planning Commission on Comprehensive Utilization of Resources and New Construction and Expansion The requirements of documents such as "Three Simultaneities" shall be implemented in the construction project, and the situation of our department shall be taken into consideration. These Measures are specially formulated.
Article 2 Comprehensive utilization of resources is an important technological and economic policy in China's economic construction. Fly ash (including slag, the same below) is a resource that can be used. The amount of fly ash discharged from coal-fired power plants (hereinafter referred to as power plants) is large, and comprehensive utilization is vigorously carried out to turn waste into treasure. It has obvious social, environmental and economic benefits. Economic benefits.
Article 3 The principle for the disposal and comprehensive utilization of fly ash is to combine storage with utilization and make active use of it. On the premise of ensuring the safe and economic operation of power plants and meeting the requirements of environmental protection, measures should be taken according to local conditions, various approaches should be adopted, practical results should be emphasized, direct and large-scale utilization of fly ash should be advocated, and efforts should be made to expand utilization, increase utilization and increase utilization rate.
Article 4 The contents of comprehensive utilization of fly ash include. Fly ash is used to produce building materials, construction projects (including dams), roads, backfilling (including structural backfilling, building backfilling, filling low-lying land and wasteland, filling mines, coal mine subsidence areas, building materials factory pits, seashore, etc.), improving soil, producing compound fertilizers, ash field resoil, ash field planting, fly ash filling materials, etc. It can recover useful substances from fly ash and the products it produces.
Article 5 These Measures are applicable to newly built, expanded and put into operation power plants in the power industry. Power plants in the coal and petroleum industries may be executed with reference.
Chapter II Management
Article 6 The power administration, power bureau, planning and design departments shall conscientiously implement the relevant laws and regulations and requirements of the state, make plans, plans and designs for the comprehensive utilization of pulverized coal, coordinate relations, and inspect and guide the work of power plants.
Article 7 The Electricity Administration Bureau and the Electricity Bureau. Power plants should incorporate the comprehensive utilization of fly ash into the tenure target responsibility system of leaders at all levels, strengthen leadership and clarify the corresponding responsibilities of relevant departments.
Article 8 Ash storage yard is the production facility of power plant. According to the Regulations on Protection of Electric Power Facilities, other units and individuals may not encroach on or destroy it under any pretext, or hinder the normal operation and maintenance of the plant. Power plants should strengthen the management of ash storage sites, pay attention to the safety of ash dams, ensure the normal use of ash storage sites and prevent secondary pollution. Where ash is collected from the ash yard, the permission of the power plant should be obtained in advance and arranged by the power plant. The power plant should provide convenient conditions for ash excavation as far as possible.
Article 9 Depreciation fees and tax deductions for facilities for comprehensive utilization of fly ash shall be used exclusively for technical renovation of comprehensive utilization and development and utilization of fly ash, and no other use shall be allowed.
Article 10 The power administration and the power bureau shall establish a development fund for the comprehensive utilization of fly ash. Funding sources can be drawn from the following costs:
1. Contracting expenses of enterprises for comprehensive utilization of fly ash;
2. Tax reduction and exemption of enterprises for comprehensive utilization of fly ash;
3. Depreciation fee for facilities related to comprehensive utilization of fly ash;
4. Environmental protection subsidy funds;
5. According to the state regulations, other expenses can be used for comprehensive utilization of fly ash.
The development fund is comprehensively controlled by the main administrative department, and is specially used in scientific research, development, facilities matching and improvement, demonstration projects and so on for comprehensive utilization of fly ash.
Article 11 The Bureau of Electricity Administration, the Bureau of Electricity and the General Institute of Electric Power Planning and Design shall conduct a written summary of the comprehensive utilization of fly ash once a year and report it to the Ministry of Energy at the end of March next year. The summary of the work includes the basic situation, experience, problems, measures, suggestions and key points of the new year's work plan for the comprehensive utilization of the power plant or its approved projects.
Chapter III Engineering Projects
Article 12 The feasibility study report of a new or expanded power plant project shall include the contents of comprehensive utilization of fly ash, and shall be administered and approved in accordance with the authority for examination and approval of the project. All comprehensive utilization projects approved for construction shall be designed, constructed and put into operation simultaneously with the main works.
Article 13 When building and expanding coal-fired units, for those with conditions for comprehensive utilization of fly ash, the conveying and storing system of fly ash should be designed according to the principles of dry ash drainage, coarse and fine ash drainage and ash and slag drainage, and the necessary ash excavators and vehicles should be properly equipped. At the same time, the road for transportation of fly ash should be arranged around the ash yard. If the capital construction project is not completed and comprehensive utilization is not considered, the relevant projects shall be supplemented. Investments that create conditions for comprehensive utilization are included in the general budget estimates.
Article 14 The power plants that have been put into operation are technically feasible, consume a large amount of ash, and benefit from comprehensive utilization projects. For example, in order to expand the comprehensive utilization of fly ash, new dry ash transportation and storage systems, equipment, machinery and equipment, ash and slag separation are added. Coarse and subdivided discharge, ash processing and ash field treatment should be taken as the content of ash disposal and positively arranged in technical transformation projects or environmental protection projects.
Chapter IV Contracting Management
Article 15 The disposal of ash and slag in power plants (i.e. the transportation, handling and stacking of ash and slag) is an important part of the operation of power generation production and belongs to the scope of cost expenditure.
Article 16 On the basis of the responsibility system for contracted operation of power production, the competent authority shall actively carry out contracted operation for comprehensive utilization of fly ash, which shall be organized by power plants to carry out diversified operation.
Article 17 The comprehensive utilization of fly ash may be contracted in a part of quota, i.e. only dry ash, humidity control ash and slag can be contracted for transportation and ash excavation in the ash yard. Ash yard management, etc. If the conditions are met and the Ministry agrees, the amount of contract can be implemented, that is to say, the operation and management of the whole ash handling system can be contracted.
Article 18 The economic contract signed by the contracting party and the contractor for fly ash operation must conform to the relevant laws and regulations of the State. The responsibilities, rights and interests of the contracting parties shall be clearly defined, including the basic number of fly ash contracting, the standard of contracting cost per ton of fly ash, and the requirements for environmental protection.
Article 19 A power plant shall establish a long-term and stable supply-demand relationship with the ash-using units, and define the responsibilities of both parties in the form of economic contracts. For units with large amount of ash and stable consumption, preferential and adequate supply should be given priority.
Article 20 The contracted management of comprehensive utilization of fly ash shall be calculated in terms of ash volume. The contracted cost standard for per ton of fly ash shall be lower than the saved cost for ash removal. Specific tonnage ash contract cost standards and corresponding management measures for each power plant shall be determined by the Main Administrative Bureau according to its actual situation and submitted to the Ministry for record.
Chapter V Economic Policies and Awards
Article 21 No fee shall be charged for the collection of wet ash from the ash storage yard by the ash-using unit; no fee or less shall be charged for the intact mixing of dry ash and humidity-regulating ash from the first electric field of the self-collecting electrostatic precipitator. Where a power plant assists ash users in loading and transporting, it may collect cost fees as appropriate in accordance with the principle of mutual benefit.
Article 22 Fly ash and products that meet the requirements of the standards after processing, such as the second electric field of the electrostatic precipitator and later fine ash, wet ash of concentrated dehydration, grinding fine ash, sorting ash, drifting beads, micro-beads, iron concentrate powder, carbon powder, liquid slag, furnace waste slag, etc., may be charged. The charging standards shall be determined according to the quality of the ash, and the ash shall be raised with due consideration. Quantity, balance and user benefit.
Article 23 For comprehensive utilization projects of fly ash constructed by enterprises with self-financing, income tax and adjustment tax shall be reduced or exempted within five years if they have independent accounting conditions; for products produced with fly ash as the main raw material, product tax shall be reduced or exempted.
Article 24 Electric power industry departments actively mix fly ash in engineering construction and road construction. The cost of materials such as cement saved by them is checked and approved by higher units, and 60% is reserved for enterprises to specially use fly ash for technological transformation of enterprises. 3%-8% of the value saved can be used as bonuses and no bonus tax is levied. Measures for retaining and rewarding raw materials such as saving cement by mixing fly ash in overhaul and renovation projects shall also be implemented in accordance with these provisions.
Article 25 A one-time reward shall be given to enterprises for projects that have achieved results in comprehensive utilization.
Chapter VI Supplementary Provisions
Article 26 The Department of Energy Conservation shall be responsible for the interpretation of these Measures.
Article 27 These Measures shall come into force as of the date of promulgation.
