Notice of the General Office of the National Development and Reform Commission on the Work of Restricting the Use of Clay Products in Urban Areas during the Twelfth Five-Year Plan Period and Prohibiting the Use of Solid Clay Bricks in County Cities

Now the relevant matters are notified as follows:
I. General Thoughts
On the basis of consolidating the achievements of "prohibition" in urban areas throughout the country, we will carry out the work of "restriction of stickiness in cities and prohibition of prohibition in counties", promote the application of new wall material technologies and new products that save energy and save waste, and promote energy conservation and consumption reduction in the new wall material industry. By 2015, more than 30% of cities and 50% of counties across the country will have "restricted stickiness" and "prohibited reality" in order to promote the work of "prohibited reality" in towns and countryside.
II. Key Work
(1) Promoting urban "stickiness restriction". The work of banning the use of clay products in cities can be carried out in the eastern and central regions where conditions permit.
(2) Developing "prohibition" in County towns. The work of banning the use of solid clay bricks is carried out in counties and cities throughout the country. The principle of combining dredging and blocking, production ban and prohibition is adhered to, and effective measures are taken to promote the closure and conversion of solid clay brick factories. Emphasis of the work has shifted from prohibition of use to prohibition of production, vigorously developing new high-quality wall materials that meet the needs of local building structures and can replace solid clay bricks.
(3) Promoting "prohibition" in towns and villages. Conditional areas should study and formulate phased objectives and tasks of "prohibition" in towns and countryside, and gradually promote "prohibition" from towns to countryside. The wall material innovation departments at all levels should, in conjunction with relevant departments, systematically compress the production and application space of solid clay bricks in towns and villages.
(4) Promoting energy conservation and consumption reduction in the field of new wall materials. In areas where sintered wall materials are dominant, the competent department of wall materials innovation should find out the energy consumption situation of wall materials enterprises, strengthen the statistical monitoring of energy consumption of new wall materials enterprises, establish benchmarking enterprises, increase the ability of wall materials enterprises to eliminate backward production, and vigorously develop new wall materials with energy saving and waste saving. (4) Strengthen supervision and management. (5) Increase support. The competent departments for wall material innovation at all levels should give full play to the guiding and regulating role of the special fund for new wall material, promote the shutdown and conversion of solid clay brick production enterprises, increase support for new wall material products, new processes and technological transformation, and promote energy-saving, land-saving and waste-saving new wall materials. (6) Strengthen propaganda.
